Utica has about 63,000 residents and is the seat of Oneida County in the Mohawk Valley. It has been a significant refugee resettlement city for decades, and its population is unusually diverse linguistically for an upstate city of its size. That shapes the rental market in a specific way: a large number of tenants are navigating New York housing law for the first time, sometimes in a second or third language.
