Renting in Rochester with an assistance animal

Rochester has about 206,000 residents and is the seat of Monroe County. It slipped behind Yonkers in the latest Census estimates, losing roughly 5,100 people since 2020. For renters that softening market has one useful side effect: landlords are somewhat more willing to work with a reasonable request than in a market with queues at every showing.

Students shape the rental calendar

The University of Rochester and Rochester Institute of Technology together put a large student population into the market, and the neighbourhoods around them turn over on an academic schedule. If you live in university housing, your request goes to the school's disability services office rather than a landlord, and those deadlines usually fall well before move-in.

Off campus, landlords in the student areas are used to pet questions and often have set policies. Ask before signing. A request raised at lease signing is a five-minute conversation; the same request raised in November is a negotiation.

Older housing and small owners

How do I request an assistance animal in University of Rochester or RIT housing?

Through the school's disability services office rather than the housing office, with documentation from a licensed provider. Deadlines typically fall weeks before move-in, so start early rather than in August.

My Rochester landlord says the lease bans all animals. What now?

An approved assistance animal is not a pet, so a blanket no-pet clause does not by itself defeat the request. Put it in writing with the letter attached and ask for a written decision by a specific date.

Do I need to license my dog in Monroe County?

Yes. County dog licensing and rabies vaccination requirements apply to assistance animals as to any other dog. The accommodation exempts you from landlord pet fees only.

Can my landlord charge me for damage the animal causes?

Yes. An accommodation exempts you from pet fees, not from responsibility for actual damage beyond normal wear and tear. That applies to assistance animals everywhere in New York.
