Renting in Brooklyn with an assistance animal
Brooklyn has around 2.65 million residents. On its own it would be the fourth-largest city in the United States, ahead of Houston. It also lost about 82,000 people against the 2020 Census, the steepest fall of any borough in absolute terms.
Small landlords are the defining feature
Brooklyn's housing stock leans heavily toward brownstones, row houses and two- to four-family buildings, a great many of them owned by individuals who live in one of the units. That changes the accommodation conversation completely from Manhattan's.
With a board you are dealing with a process. With an owner-occupant in Bed-Stuy or Sunset Park you are dealing with a neighbour who may never have heard the phrase "reasonable accommodation" and who will be sharing a staircase with your animal. Tone genuinely matters. A short written request with the letter attached persuades; a citation to the Administrative Code puts people on the defensive.
One caveat worth flagging: fair housing law contains narrow exemptions for certain very small owner-occupied properties, and Brooklyn has a lot of buildings in that category. If a landlord invokes one, do not simply accept it. That is a question for the NYC Commission on Human Rights or the State Division of Human Rights.
New construction along the waterfront
Williamsburg, Greenpoint, Downtown Brooklyn and the Gowanus corridor have added large, professionally managed buildings that behave like Manhattan towers: a documented process, staff who have seen these requests, and pet fee schedules that do not apply to an approved assistance animal.
The three-month pet law comes up a lot here
Because so many Brooklyn tenancies are informal, the city's pet law surfaces more often in this borough than anywhere else. If a landlord knew about your animal and took no enforcement action for three months, the no-pet clause is waived under NYC Administrative Code § 27-2009.1. That is a lease waiver rather than a disability accommodation, and it is a fallback rather than a plan. Request the accommodation properly first.

I have had my cat here quietly for a year. Where do I stand?
You may be covered by the three-month pet law, which waives a no-pet clause where a landlord knew and took no action. It is a lease waiver, not a disability accommodation, and it depends on proving the landlord knew. Requesting the accommodation properly puts you on firmer ground.
Can my landlord refuse because of my dog's breed?
No. The NYC Commission on Human Rights states that breed, weight and size policies must not be applied to emotional support animals. A refusal has to rest on the individual animal's actual behaviour.
How fast can I get a letter in Brooklyn?
