Manhattan holds about 1.66 million people on 22.7 square miles, the densest county in the United States. It is down roughly 29,000 residents against the 2020 Census, a smaller fall than Brooklyn or the Bronx, and it was the first borough to start recovering after the pandemic.
A curiosity for anyone comparing markets: Manhattan and Phoenix are separated by about 600 residents. One is a borough on an island; the other sprawls across 500 square miles of desert. The housing conversation could not be more different, and the co-op is the reason.
Roughly three quarters of Manhattan's owner-occupied apartments are co-operatives, a share unmatched anywhere in America. If you rent from a shareholder, you are inside that structure whether or not anyone told you at signing. Your request goes to a managing agent, then to a board that typically meets monthly and reads carefully.
The law is squarely with you. The NYC Commission on Human Rights states that housing providers must permit emotional support animals as a reasonable accommodation unless it causes undue hardship, and must not apply no-dog, breed, weight or size rules to them. Boards are housing providers. What they are not is fast, so:
Large rental buildings in Midtown, Murray Hill, the Financial District and along the far West Side are run by professional managing agents with an actual process, and these are usually the smoothest requests in the city. Where they get sticky is pet fees: amenity-heavy buildings often attach monthly pet rent, and an approved assistance animal is exempt from it. Raise the accommodation before signing rather than trying to strip charges off a ledger later.
Washington Heights, Inwood, Hamilton Heights and parts of East Harlem hold far more small walk-ups with individual owners. There the obstacle is usually unfamiliarity rather than policy. A short written request with the letter attached does more good than quoting the Administrative Code.
No law requires your apartment to be suitable, and Manhattan apartments are small. Before you commit to a large dog in a studio, think about the animal as well as the accommodation. A board cannot refuse on size alone, but a dog that cannot cope in 400 square feet is a problem no letter solves.

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed federal enforcement to animals individually trained to perform disability-related work. New York felt that less than most states, because the New York State Human Rights Law is separate, still in force, and has a broader disability definition than federal law. A board is a housing provider and the same duties apply. It may refuse where the accommodation is an undue hardship or the specific animal's behaviour is a direct threat. It may not refuse on a blanket no-pet rule, breed, weight or size, and it cannot charge a pet fee for an approved animal.
Most meet monthly, so plan for weeks rather than days. New York sets no fixed deadline, but a housing provider must respond within a reasonable time and unexplained delay can amount to a denial. Ask when the board next sits.
Not to an approved assistance animal, which is not legally a pet. Request the accommodation before signing so the charge is never applied in the first place.
Size is not a lawful ground for refusal on its own. It is worth thinking about honestly for the animal's sake, but a board cannot deny an accommodation simply because your unit is compact.
