Renting in Queens with an assistance animal
Queens has about 2.36 million residents and is the most ethnically diverse county in the United States, with well over a hundred languages spoken. It is down roughly 47,000 against the 2020 Census. For a service like ours the diversity is not a footnote: a large share of Queens tenants are navigating New York housing rules for the first time, sometimes in a second or third language, and sometimes on advice from a landlord with an interest in the answer.
Know the shape of the request
You do not need to argue law with anyone. Four steps cover it: put the request in writing, attach the letter from a New York-licensed clinician, ask for a written decision by a date, and keep copies of everything. If you are refused, the NYC Commission on Human Rights takes complaints across the five boroughs and filing is free.
The co-op belt
Forest Hills, Rego Park, Kew Gardens, Jackson Heights and Sunnyside hold some of the largest pre-war co-operative complexes in the city, many of them thousands of units. These have boards, managing agents and monthly meetings, and requests move at that pace. Submit in writing, ask when the board next sits, and request the decision in writing afterwards.
Two-family houses everywhere else
Much of Astoria, Ridgewood, Woodside, Flushing, Jamaica and the Rockaways is two-family housing with an owner in one unit. That is a neighbour relationship as much as a tenancy, and a calm written request lands better than anything adversarial. As in Brooklyn, if a landlord claims a small-property exemption, take it to the Commission rather than accepting it.
Airport-adjacent, which occasionally matters
If you live near JFK or LaGuardia and travel with your animal, note that housing and air travel run on different rules. An ESA letter supports a housing accommodation. Airlines have not been required to treat emotional support animals as service animals since the 2021 DOT rule, and most now board them as pets. A task-trained psychiatric service dog is the different case.

What changed in 2026, and what it means here
In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed federal enforcement to animals individually trained to perform disability-related work. New York felt that less than most states, because the New York State Human Rights Law is separate, still in force, and has a broader disability definition than federal law. Queens ESA letter questions
Do I need a lawyer to request an accommodation in Queens?
No. The request is a written note to your landlord or managing agent with the clinician's letter attached. If you are refused, filing with the NYC Commission on Human Rights is free and needs no lawyer.
My co-op complex has thousands of units. Who decides?
The board, through the managing agent. Large Queens complexes run on monthly meeting cycles, so submit in writing, confirm it reached the board, and ask for a written decision after the next meeting.
Does my letter need to be in English?
The letter is written in English because that is the language landlords, boards and agencies work in. If English is not your first language, say so when booking so your consultation can be arranged in a way that works for you.
Can I take my emotional support animal on a flight from JFK?
Not as of right. Since the 2021 Department of Transportation rule, airlines are not required to treat emotional support animals as service animals and most board them as pets under standard pet policies. A task-trained psychiatric service dog is handled differently.
